Research for China’s Anti-Monopoly Bureau of MOFCOM

Drs. Fei Deng and Gregory K. Leonard were assigned by the Chinese antitrust agency in charge of merger reviews—the Anti-Monopoly Bureau of MOFCOM (Ministry of Commerce) —to conduct a research project surveying methods of analyzing the competitive effects of mergers.  Dr. Deng and Dr. Leonard:

  • Summarized the history of and trends in competitive effects analysis of mergers
  • Researched the unique aspects of the Chinese economy and their effects on merger analysis in China
  • Worked directly with MOFCOM staff, discussing and addressing issues that they encountered in their merger reviews in China
  • Prepared and delivered a report on methods for analyzing the competitive effects of mergers and their applications in China
