At the request of several exchanges, Dr. Parker Normann submitted a comment letter on the economic implications of the proposed rule change, which was frequently cited and quoted by the SEC in its ruling. Dr. Normann’s analysis explained that the proposed rule change is likely a form of price discrimination and is not motivated by efficiency-based volume discounts.
